What is Gambling?
何謂博彩?

兩個或以上的人（或個體：例如娛樂場或網上娛樂場）把財物押注在一個不確定（隨機）結果的活動上，目的為贏取有價值東西（如獎金）。由於博彩結果具不確定性，所以博彩涉及風險。

「社交博彩」與「商業性博彩」
「社交博彩」是指在朋友、同事、或家人之間進行的博彩活動。這類活動一般只會在有限的時間內進行，而且參與人士的損失會預先約定並在各人可接受的範圍內。這個定義意味著社交博彩的參與者是以娛樂為目的。「商業性博彩」是指博彩營運商為盈利而提供的博彩活動。因為有盈利的目的，所以博彩營運商必須充分掌握其輸贏的機率以確保他們在長期營運下的利益。換句話說，在商業性博彩的環境下，賭客所有賭金的預期回報率必然是負數。因此，在博彩營運商沒有承擔風險的前提下，他們其實與客戶之間沒有直接對賭的關係。
