"A university is a part of society and its performance should be reported to society," addressed Dr. Tse.

Dr. Tse indicated that for a university to serve as an intellectual powerhouse for society, it is "necessary" that courses provided should match both the current demand and the future development of society.

"We need to ensure that UM has the freedom of its own administration and academia while being held accountable to society," Dr. Tse emphasized.

The new role of the UC is in line with this vision. "The UC could be described as having a dual role," Dr. Tse explained. On one hand, the UC, as the representative of society, monitors the development, progress, and operation of the University to ensure it performs according to society's expectations and demands.
