"There seemed to be a need to change this policy," said Dr. Tse, "especially Mr. Edmund Ho, the Chief Executive of the Macau SAR government who wanted the change," Dr. Tse added.

At the invitation of the Chief Executive, Dr. Tse accepted the position as the Chair of the UC in October 2001. A taskforce consisting of representatives from the Government, the Executive Council, the Legislature, the UC, the University Administration (the Rector) was set up in July 2002. Dr. Tse was appointed as the convener of the taskforce.

"Mr. Ho hoped that UM could catch up with the universities in the world," Dr. Tse said.


Some of the honors and doctoral degrees Dr. Tse obtained.

Having conducted a world-wide search of literature, the taskforce finally came up with a university governance model which it believed was suitable for adaptation in the Macau environment. Dr. Tse explained that the current international trend of university governance is that a university is governed and supervised by the UC while the Rector administers. The UC consists of personnel from the university and government but mainly from the community.

This structure would help to create a balance between the administrative autonomy of the university and the societal demand to monitor the university's accountability to meet society's needs.
