The ninth biennial IEEE Asia Pacific Conference on Circuits and Systems 2008 (APCCAS 2008) was opened on 1 December 2007 at Level 3, Convention Centre, The Venetian Macao-Resort-Hotel. The Conference is jointly organized by the IEEE Cicuits and Systems (CAS) Society, the IEEE Macau Section, the IEEE Macau Joint-Chapter on CAS/COM and the University of Macau (UM). The Conference also had the collaboration and financial support of Chipidea /MIPS Technologies ABG (Macau), the Macao Foundation, Science and Technology Development Fund of Macao SAR, Vodatel Networks Holdings Limited, Canon Hongkong Company Limited (Macau Branch), Macau Productivity and Technology Transfer Centre, Companhia de Telecomunicações de Macau SARL, Correios de Macau, and Macau Government Tourist Office.

Held from 30 November to 3 December 2008, the APCCAS is a major international forum established by the IEEE Circuits and Systems Society, in its Region 10 usually referred as the Asia-Pacific Region, for scholars, scientists, educators, students and engineers to exchange their latest findings in Circuits and Systems (CAS). It is the largest conference IEEE, the world’s leading professional association for the advancement of technology, has ever organized in Macao.

The Conference had 701 paper submissions from 30 countries around the world, from which 472 were carefully selected for final presentation at the conference after being reviewed by an international tem of 479 technical reviewers. The conference has 80 lecture sessions, 22 poster sessions and 20 special sessions that cover a wide range of topics, including among others: CaS for Communications, Biomedical CaS, Cellular Neural Networks, Life-Science Systems and Applications, Multimedia Systems and Applications, Nanoelectronics and Gigascale Systems, Sensor and MEMS Systems, Visual Signal Processing and Communications, Power Quality, and Human Machine Interaction Intelligent System.

In his opening speech, Vice Rector of UM and General Chair of the Organizing Committee of APCCAS 2008 Prof. Rui Martins welcomed the participants for joining this huge conference in this unique UNESCO World Heritage city – Macao. Subject to the theme of Intelligent and Sensible Circuits and Systems, APCCAS 2008 faces the constantly increasing challenging requirements associated with this knowledge area at the heart of the fast global technological development. Circuits and Systems are omnipresent in every aspect of human life and their ever increasing intelligence and sensibility will continue to foster human kind aspirations of surviving in a comfortable and sustainable world in the future. This is clearly demonstrated by the theme and the paper submissions this time.

Prof. Ben Seng-Pan U, Co-Chair of the Technical Programme Committee of APCCAS 2008 and Associate Professor of UM, noted in his speech that the Conference, held in China, achieved a new record of paper submission, and the paper submissions from China also reached the largest percentage of papers from a single country, reflecting the increasing growth of research activities in China in the field of Circuits and Systems. Prof. U added that the Conference has also invited four world-renowned pioneers and experts from academia and industry to share their insightful vision on the up-to-date development and future prospect for the cutting-edge and white-hot technologies. He further said that this year’s APCCAS has set up for the first time a student paper contest, in which the organizer will select 10 Outstanding Papers from the 203 student paper submissions, and award them with various prizes after being evaluated by the experts and scholars.
