Prof Liu Jianhong from the University of Macau (UM) Faculty of Social Sciences Department of Sociology was elected president of the Scientific Commission of the International Society for Criminology (ISC), at the 17th World Congress of Criminology, which was held in Monterrey, Mexico, from 10 August to 13 August.

The position was held by many prominent criminologists in the past 76 years since the founding of the ISC, including president of the American Society of Criminology (ASC) and the European Society of Criminology (ESC). The ISC is the world’s oldest criminology organisation and by far the only international organisation in criminology and criminal justice. It enjoys advisory status in the United Nations. The non-governmental organisation’s objective is to support activities and research designed to produce a better understanding of the crime phenomenon on an international scale.

The 17th World Congress of Criminology had the support of the ISC, and attracted over 1500 participants from 37 countries and regions. The opening and closing ceremonies were attended by the attorney general of Mexico as well as the governor and the attorney general of Mexico’s Nuevo Leon province.

Prof Liu Jianhong, who is also president of the Asian Criminological Society (ASC) and board director of the ISC, attended the congress and commented on the only keynote speech delivered at the event entitled, “The Vision, Policy and Capacity Needed to Effectively Combat Organized Crime, Drug Trafficking and Impunity”, by Francisco Dall’ Anese, president of the International Commission against Impunity in Guatemala (CICIG), former attorney general of Costa Rica, and judge of the Court of Appeals of the Supreme Court of Costa Rica.

In commenting on the keynote speech, Prof Liu proposed an international perspective for developing theories of organised crime, drug trafficking, and impunity research. His comments were highly praised by the other participants.
