Keynote Speakers
Professor Cheng Siwei
Professor Cheng Siwei was the Vice-Chairman of the Standing Committee of the National People's Congress of the People's Republic of China, and Dean of the School of Management of the Graduate School of the Chinese Academy of Sciences. He is also the President of the Association of the Chinese Soft Science Research, the Chairman of the editorial board of Management Review and chief editor of a number of academic journals. Professor Cheng is Honorary Professor of the Faculty of Business Administration of The Chinese University of Hong Kong.
Professor Cheng was an academic advisor to the World Bank and the director of the Department of Management Sciences of the National Natural Science Foundation of China. He has published 28 academic books in China and Europe, and over 120 articles in prestigious academic journals. His academic thoughts and views have extensive influence on academia and in the professions. For instance, his "three foundations, three levels, three areas" has become an important strategy for the development of management sciences in China. He has led and promoted the research and development of complex science, virtual economy and venture capital investment, with profound impact on the mainland and beyond.
Professor Sir James A. Mirrlees
Nobel Laureate in economic sciences, Professor Sir James A. Mirrlees was appointed as Master of Morningside College, The Chinese University of Hong Kong in August 2009 and also be a Distinguished Professor of Economics in the University of Macau in 2005-2010.
A pioneer in optimal taxation theory, Professor Sir James Mirrlees was awarded the Nobel Memorial Prize in Economic Sciences in 1996 in recognition of his fundamental contributions to the economic theory of incentives under asymmetric information. He was knighted in 1997. After graduating from the University of Edinburgh in 1957, Professor Mirrlees was admitted to Trinity College at Cambridge University and received his PhD in Economics in 1963. From 1968 to 1995 he was Edgeworth Professor of Economics at the University of Oxford and a Fellow of Nuffield College. From 1995 to 2003, he has served as Professor of Political Economy at the University of Cambridge. He has been Distinguished Professor-at-Large at CUHK since 2002. Professor Mirrlees has also held visiting professorships at MIT, UC Berkeley, Yale and Melbourne.
Theodore W. Tozer, President of Ginnie Mae
Theodore W. Tozer is President of Government National Mortgage Association (Ginnie Mae) of the Department of Housing and Urban Development (HUD) of the United States government since February 24, 2010. Prior to his appointment as President, Mr. Tozer served as Senior Vice President of Capital Markets at the National City Mortgage Company (NCM) for over 20 years. Mr. Tozer also served as Vice President and Investment Operations Manager at the BancOhio National Bank from 1979 to 1986. From 1986 to 1989, he was Vice President and Chief Financial Officer of BancOhio National Bank. In this role, Mr. Tozer was instrumental in transforming BancOhio from an "originate and hold" lender to an "originate and sell" lender. In 1988, under his leadership, BancOhio Mortgage originated about $200 million in residential mortgages eligible for sale in the secondary market.
Mr. Tozer has also served as a charter member of Fannie Mae's National Lender Advisory Board since 2008. Since 2002, Tozer has been a member of Freddie Mac's National Lender Advisory Board. From 2002 to 2004, he was Chairman of the Capital Markets committee of the Mortgage Bankers Association of America (MBA). While Chairman, Mr. Tozer successfully worked with Ginnie Mae to change the structure of the Ginnie Mae II security. He also significantly influenced MBA's decision to advocate for the Federal Home Loan Banks as an effective alternative to Fannie Mae and Freddie Mac. Mr. Tozer also served as a member of the Mortgage Bankers Association Board of Governors from 2002 to 2004, as trustee of the Ohio Mortgage Bankers Association from 1999 to 2001, and as part of the Fannie Mae Midwest Secondary Advisory Group from 1994 to 1999.
Mr. Tozer received his Bachelor of Science Degree in Accounting and Finance from Indiana University. He became a Certified Public Accountant in 1980 and a Certified Management Accountant in 1984.
